New Factory Commissioning "Hot Test" application release.

Key new features for Commissioning: Now capable of handling a hierarchy of commissioning areas very efficiently so that production testing can scale up in modular manner. A manager can now see the status of commissioning across all of his areas. See screenshots "Commissioning - Status Summary" and "Commissioning - Status overview".
