Program 03: EMERGENCY

The Emergency Programme is used when the electricity network is under serious stress and immediate action is needed. It is usually triggered by the System Operator issuing a Customer Advice Notice (CAN) or a Grid Emergency Notice (GEN).

When this happens, the Electricity Distribution Business (EDB) sends a signal to the flexibility supplier to quickly reduce demand. The level of reduction is predefined, with level 3 being the highest (full reduction) and level 0 meaning normal operation. The supplier must act at the time specified in the signal, which may be immediately. There can be no “opt-out” of an emergency signal

Programme Detail:

  • Location: Across the network or specific areas
  • Event Period: Minimum 30 minutes
  • Load Change: Set by the EDB
  • Timing: Start and end times defined by the EDB
  • Event ID: Identifies the specific event
  • Notification: No advance notice is given
  • Dispatch: Sent in near real time, requiring an immediate response
